In Memory of Elmer Boyd Staats (June 6, 1914-July 23. 2011)

Elmer B. Staats Elmer B. Staats was the first Chairman of the Procurement Round Table, lending his prestige to the formation of the non-profit group in 1984. He later served as the PRTís first Chairman Emeritus, serving until his death on July 23, 2011 at the age of 97.

Dr. Staats had a distinguished career as a public servant beginning in 1939 following receipt of his Ph.D from the University of Minnesota when he joined the Bureau of the Budget – predecessor of the Office of Management and Budget. He served in many high level positions at the Bureau under Presidents Roosevelt, Truman, Eisenhower, Kennedy and Johnson, culminating in serving twice as Deputy Director. He briefly left the BoB from 1954-58 to serve as Executive Officer of the Operations Coordinating Board of the National Security Council. In 1966 President Johnson appointed him to a 15-year term as Comptroller General of the United States, and he served in that position until 1981. In that time Mr. Staats introduced modern management methods, especially automated information processes, program audits and acquisition management to the Government Accountability Office, influencing the management process transformation of federal government agencies during the administrations of Presidents Johnson, Nixon, Ford, Carter and the early months of the Reagan administration.

He continued his public service during the 1980s and 1990s as a member of the Governmental Accounting Standards Board and as the first chairman of the Federal Accounting Standards Advisory Board. He was a founding member and later chairman of the Board of Trustees of the National Academy of Public Administration and helped secure its charter in 1984. Dr. Staats also was a former president of the American Society for Public Administration, president and later chairman emeritus of the Harry S. Truman Scholarship Fund, and served on many other boards.

The Directors of the Procurement Round Table believe that Elmer Staats' dedication to public service excellence demonstrated over a career spanning over 70 years should serve as a beacon to both civil servant and military acquisition professionals as well as to all of those committed to government economy, efficiency and effectiveness.

The Procurement Round Table's annual award to an outstanding Acquisition Professional in the Federal Government is named in the honor of Elmer Staats.
